To clarify: this has nothing to do with dropping support for 32bit hardware (that was already done, and didn't have a whole lot of impact).
Ubuntu is dropping support for MultiArch: the ability to run 32bit software on 64bit hardware. There are quite a few pieces of software that use 32bit libraries, including popular software like Valve's Steam (required for 32bit games) and WINE (required for running 32bit Windows applications, and most 64bit Windows applications since those will still use 32bit installers for compatibility).
By dropping this support, Ubuntu is effectively preventing users from running these on their computers unless they switch to a different distro. This is why WINE devs are "irked". There is no easy or practical solution to making WINE run 32bit Windows software without the necessary 32bit system libraries.
There's a reason no other distros are doing anything this extreme: there are still plenty of people who rely on 32bit software.
